The Directorate for Standards, Metrology and Quality (STAMEQ) is a governmental agency under Vietnam's Ministry of Science and Technology (MOST), having responsibility for advising the government and MOST on the state management in the fields of standardization, metrology, and quality.

Responsibilities of STAMEQ include:

  • Preparing and submitting national policies, strategies, master plans, programs, projects, and legal documents on standardization, metrology, and quality of products and goods to appropriate authorities for approval;
  • Organizing, preparing, and appraising draft national standards;
  • Developing international standards;
  • Developing, maintaining, and utilizing national measurement standards;
  • Managing legal metrology;
  • Coordinating with other authorities and presiding over examination of quality of products and goods manufactured domestically, imported, or circulated on the domestic market under MOST responsibility;
  • Managing conformity assessment activities (including accreditation) and conformity assessment bodies operating in Vietnam;
  • Providing calibration, testing, inspection, certification, and other activities such as notification and enquiry points for TBT issues, National Quality Award, productivity, bar-coding, and numbering.

Pacific Area Standards Congress (PASC) is an independent and voluntary organization of Pacific Rim National Standards Bodies. PASC’s primary role is to support the region’s engagement in the international standardization system for the advancement of economic, societal and environmental well-being.

The SCSC is a subcommittee of APEC organized to:

  • Reduce technical barriers to trade and enhance market access through standards and conformance;
  • Align each economy’s standards with international standards;
  • Promote good regulatory practices in the preparation, adoption and application of standards, technical regulations and conformity assessment procedures;
  • Progress mutual recognition arrangements for conformity assessment within the region;
  • Pursue regional cooperation in accordance with international agreements;
  • Ensure greater transparency;
  • Encourage participation in standards education and awareness programs to build capacity and capability to enhance the competitiveness of businesses, including micro, small and medium enterprises.

The ACCSQ is an organization that works to help realize the ASEAN Free Trade Area by working to eliminate non-tariff barriers, also known as technical barriers to trade. These non-tariff issues include different product specifications, regulations on safety and quality, and the existence of requirements including pre-market approval requirements.
